In point of fact, William needs to contact Liz about the same things the other nominees were contacted about. In particular, the PKD Award ceremony does a nice thing and has each nominee read aloud a selection from their work. Since Liz hasn't responded, we're assuming she won't be at the ceremony itself, so we'd like to work out the little details concerning the reading from Banner of Souls.
There's nothing else to read into William's post except for the fact that he hasn't been able to reach Liz by email.
(I'm an administrator of the award, Anonymous, so I feel it's necessary to clear up confusion of the sort generated by posts like yours.)

Contacting nominees about con arrangements is standard practice for this kind of event.
