Babylon is slated for April 2006. See: http://pspublishing.co.uk/news.asp#mar06.
The original publication date was indeed November 2005, thus the confusion at Amazon.
As Pete Crowther says in his newsletter 'You've been patient – God knows, but you've been patient ... customers and authors alike – but we're almost there now.'
Review copies have already gone out ...
For information on prices and ordering, take a look at the relevant sections of the PS website:

Any news on signed copies of babylon? I would hate to order a copy and then a week later find I could have got a signed copy!

All copies are signed, the slipcased hardcover by myself and K.J. Bishop (who has written the introduction), the trade hardcover by just myself.
Sorry for the delay in responding. I've only just figured out the new registration process for this board!

really enjoyed babylon, although I was disappointed with the ending.
I find that most of my favourite writers struggle to find good endings to their great stories, but your stuff has previously ended fantastically.
B+ great effort but must try harder on the ending Mr Calder
